DIPLOMA EVALUATION
TRANSLATION AND EVALUATION OF YOUR DIPLOMA
In case you want to
have your diploma translated and evaluated according
to the Dutch or European education standard, you should not be surprised when they
value your diploma lower then its value in the Philippines or international. For
example a Philippine Bachelor degree will only be evaluated as MBO level=high
school(
bachelor for the Netherlands is HBO level= 168 points). The whole process will
take about 12 weeks. Beside this you will be
allowed to keep your Bachelor title as given and used in the Philippines and can use it in Europe as well. Alas they
will not give you a job for a bachelor because they will value your diploma
lower then their own. This is because they are protecting their own education.
Hence, you can expect different outcomes when you let your diploma evaluated by
different swore in offices. We learned from experience that some of those offices just
value a bachelor as MBO(high school) and others as 2 years HBO level(2 years college). Strange
enough they value in these cases the high school diploma
already as HAVO(MBO level). It seems like it is based on the mood they have at that
moment. Or maybe they don't know how to handle themselves. According to this matter
the Dutch parliament will be asked to solve these differences and right now
they pointed 2 institute to be in charge for foreign diploma valuation these
institutes are: Nuffic (for HBO (Bachelor)) and Colo (for MBO (high school)). They
have a book who called "the countries book" in which several
countries are mentioned with their present education level. The follow countries
are mentioned in this book: Belgium, Bosnia, China, Denmark, Germany, Egypt, Finland,
France, Greece, Ireland, Indonesia, Iraq, Iran, Italy, Yugoslavia, Croatia, Luxemburg,
Morocco, Netherlands Antilles/Aruba, Austria, Poland, Portugal, Russia, Somalia,
Spain, Suriname, Turkey, United States America, United kingdom and Sweden.
The
differences in the valuation of Bachelor and Master degree from Non European
countries by the Netherlands is reason for some political parties to ask
questions in the parliament how this can be according to the European standard
and Bologna convention. Reason for this is the objections who a lot of people
make for the valuation of their diploma. The NUFFIC as pointed institute for
advising what level an diploma has to be, even value the Philippine
Bachelor lower then the government institute (IBgroup). Alas the IB group normally
always ask for the expertise of Nuffic and follow their advice. (IBG and Nuffic
cover each other). According to the Philippine universities NUFFIC says that The
Philippine Universities are one of the lower class of Universities and
there for the Bachelor degree of these universities will be valuated as 2 years
HBO and the high school only MAVO ( 2e lowest part of the Dutch high school education).
According to the CHED in the Philippines, there is a top 5 of universities. As
far we have the information all Bachelor diplomas are treated equal by
the Philippine government not depending on a Philippine university so ever. At the moment contact groups like bayanihan and groups supported by forums will be in action to start lawsuits and
political action about this matter. Pinoyweb is one of the initiative takers of

Reason for this action is that international Bachelor should be recognized in countries where bachelor degrees are given out the more because the Nuffic or IB group don't give satisfying arguments and their method give reason for doubts. Beside this international bachelor means: bachelor =bachelor without differences, Basta.
According to the Lissabon convention the European union have decided that all member countries should accept foreign diplomas as equal unless they can prove a different with their own education with at least one year. This means the foreign diploma should be proven as one year or more less then the bachelor education in this European country. The evidence for this has to be given by the government or the pointed institute. For now its known by us that also other countries like Austria undervalue the Philippine bachelor as well.

To make it more appealing for education and jobs the Dutch administration wants to take a way barriers for international migration technical workers. This is the headline from the new Delta plan beta & techniques. On short term the administration wants to remove the obstacles and rules for know how workers from foreign countries. At the middle long term the administration expect a shorten of 120,000 of know how workers. This shorten delays the development of the Dutch know how economy. This also means that when the Netherlands want to cooperate with international education, The Dutch education level and quality should be shaped up. Therefore the cover of equality in education should be freshen up.
Pinoyweb suggestion, just recognize the international bachelor an master as equal and the shorten problem is solved. This statement is what you have to make, when you have a high noose to other countries education. It also prove that the Pinoyweb initiative is a necessary and right one.

The action group for equal evaluation of foreign diplomas has started.
A nice present on the start day become from the high court who makes the decision in a law suit that foreign diplomas should be evaluated decent and proper according to the persons skills. Times that it could be valued like "mostly equal to" another education seems over.

Even now the action group has make some questions about diploma evaluation D66 and SP both political parties keep themselves in silence and don't answer the questions we have made. The answer is simple they can't answer strait coz they know we are right and politic is discriminating Philippine and other countries diploma's. Newest prove for this are the Philippine nursing Bachelor diploma who are recognized in the Netherlands as equal to the nursing education there ,but then the Netherlands only has nursing education on MBO(high school level). So still the diploma is value lower then it should be. Filipino better be smart and ask in the USA and in more countries in Europe what the value of the diploma will be and what they pay for you. In that way its their turn to bleed and feel discriminating. Filipino doesn't be worried about jobs coz, they only allow high educated people to work in Europe in the fight of the brain drain, so take your change and negotiate. People with low education (beside au pairs) has less opportunities to go to Europe because they hire now people from the new east European countries for these jobs.

The Dutch government and also NUFFIC urge evaluation institute to follow the Lissabon convention and value the foreign diplomas according to this. Alas this is just an advice so institutes like IBgroup still do everything they can not to give the title or equivalent of it and use even other rapports then the Lissabon or UNESCO rapport for it. In a known case they appeal to the USA PIER rapport in which the university is not qualified as Center of excellence (COE) and there for for them a reason not to give the requested title as bachelor. Strange enough is this education at this university qualified as COE by UNESCO, so it seems they know that but didn't use it otherwise they have to give the title. When this is not discrimination, what does the word discrimination means then??

In request of a judge to the IBgroup about the COE if the COE status will give the right on the requested title, the IBG answered no, it only gives an indication if the education should be valued higher then normal. Unanswered question is then why do they use the Pier rapport and COE when a title is requested, as a argument? In another case the nuffic already had to change the diploma evaluation 4 times into a more positive result for the diploma holder due to their mistakes in the evaluations. This means that you shouldn't accept immediately the results and look it over very careful. It seems that these organizations aren't such specialist as they mention their self to be.
